BIS Certification for Toys
Mandatory ISI mark for domestic and foreign toy manufacturers. Ensure your toys meet IS 9873 (Safety) and IS 15644 (Electric Toys) standards.
Overview
In a major move to protect children from toxic materials and choking hazards, the Government of India has made BIS Certification (ISI Mark) absolutely mandatory for ALL toys (both domestic and imported) intended for use by children under 14 years of age. Toys are tested rigorously for mechanical/physical properties, flammability, and migration of toxic elements (heavy metals). Operating under Scheme-I, this requires a physical factory audit and the establishment of an in-house testing lab.

Step-by-Step Certification Timeline
Our step-by-step advisory workflow.
Step 1: Testing Setup
We assist you in procuring and calibrating the required in-house testing equipment (like drop test apparatus, sharp edge testers).
Step 2: Application Submission
We prepare the technical application and submit it to the BIS portal.
Step 3: Factory Audit
A BIS officer audits the factory and draws a sample. For toys, the sample is sent to an independent lab for extensive chemical (heavy metal) testing.
Step 4: Grant of License
Once the independent lab confirms the toy is free from toxic elements and mechanical hazards, the license is granted.
Key Advantages of Toy Certification
Certification is mandatory to manufacture, import, or sell toys in India.
Legal Market Access
Retailers like Hamleys, FirstCry, and Amazon will absolutely not stock or list toys that do not bear the ISI mark.
Import Clearance
Imported toys face 100% customs checks. Without a valid BIS license (FMCS for foreign manufacturers), toy shipments are seized and destroyed.
Consumer Confidence
Parents actively look for the ISI mark as a guarantee that the toy does not contain toxic lead or hazardous sharp edges.
Frequently Asked Questions
Helpful answers to common regulatory inquiries.
Are all toys covered under BIS?▼
Yes, almost all playthings for children under 14 are covered. However, specific items like professional sports equipment, bicycles, and purely educational kits (like chemistry sets) may have exemptions based on exact specifications.
If I import toys from China, who gets the BIS license?▼
The Chinese manufacturer must apply for the BIS license under the FMCS scheme. The BIS officer will travel to China to audit their factory. The Indian importer cannot get the license on their behalf.
