BIS Certification (ISI Mark Scheme-I) India
Mandatory ISI Mark certification for domestic and overseas manufacturers under the Bureau of Indian Standards Act, 2016.
Overview
Under the Bureau of Indian Standards Act, 2016 and subsequent Quality Control Orders (QCOs) issued by the Ministry of Commerce and Industry, hundreds of manufactured products—including steel, cement, electrical cables, household appliances, chemicals, batteries, and safety equipment—cannot be manufactured, imported, stored, or sold in India without bearing the prestigious ISI Mark. BIS Certification under Scheme-I is a rigorous product licensing mechanism that certifies that a manufacturing unit possesses adequate in-house infrastructure, calibrated testing equipment, and qualified quality control personnel to produce goods consistently conforming to designated Indian Standards (IS). Operating without mandatory BIS certification is a cognizable criminal offense punishable by confiscation of goods, factory sealing, heavy monetary fines, and imprisonment under Section 29 of the BIS Act. JRC Legal’s specialized technical engineers and conformity consultants manage the complete lifecycle—from laboratory setup to factory audit coordination and license grant.

Frequently Asked Questions
Helpful answers to common regulatory inquiries.
What is the validity period of a BIS ISI Mark License?▼
A newly granted BIS ISI Mark License (CM/L Number) is initially valid for 1 or 2 years. It can subsequently be renewed for up to 5 years by filing the renewal application, submitting production declarations, and paying the statutory marking fees.
Is in-house testing equipment mandatory at the factory for BIS certification?▼
Yes. Under Scheme-I of the BIS Regulations, having mandatory in-house testing equipment as prescribed in the Scheme of Inspection and Testing (SIT) for the relevant Indian Standard is strictly mandatory. Outsourcing testing for routine parameters is not permitted.
What is the difference between BIS ISI Certification and BIS CRS Registration?▼
BIS ISI Certification (Scheme-I) applies to industrial, chemical, steel, cement, and safety goods, requiring a mandatory physical factory audit by a BIS officer. BIS CRS (Compulsory Registration Scheme) applies to electronic and IT hardware, operating through self-declaration of conformity based solely on independent lab test reports without mandatory factory audits.
Can a trader or distributor apply for a BIS ISI Mark License?▼
No. BIS licenses under Scheme-I are granted exclusively to the actual manufacturing facility where the goods are produced. Traders, importers, or brand owners cannot hold the license, though their brand name can be endorsed on the manufacturer’s license.
What are the consequences of manufacturing QCO-notified goods without BIS?▼
Under Section 29 of the BIS Act, 2016, manufacturing or selling notified products without BIS certification is punishable with imprisonment up to 2 years, or a monetary fine of not less than ₹2,00,000, which can extend up to ten times the value of the goods produced.
