Overview

Under Paragraph 2.56 of the Foreign Trade Policy (FTP) and the governing bye-laws of all registered Export Promotion Councils (EPCs), every holder of an active Registration Cum Membership Certificate (RCMC) is legally obligated to file regular returns detailing their export performance. Exporters must submit Quarterly Export Returns on the centralized DGFT portal (or respective council portals) within 30 days of the close of each quarter, followed by a comprehensive Annual Export Performance Return certified by a Chartered Accountant at the end of the financial year. Failure to submit mandatory returns triggers automated compliance flags: the council issues show cause notices, suspends the RCMC on the central DGFT system, and reports the default to Indian Customs. Once an RCMC is suspended, the exporter cannot generate Certificates of Origin, claim RoDTEP or duty drawback refunds, or clear export shipments without severe port holds. JRC Legal manages seamless data reconciliation, e-BRC tracking, and timely quarterly and annual RCMC return filings across all 35+ Export Promotion Councils.

Frequently Asked Questions

Helpful answers to common regulatory inquiries.

What is the deadline for filing quarterly RCMC returns?▼

Under standard FTP guidelines, quarterly export returns must be filed within 30 days from the end of each quarter (i.e., by July 30 for Q1, October 30 for Q2, January 30 for Q3, and April 30 for Q4).

Must I file an RCMC return if I had zero exports during the quarter (Nil Return)?▼

Yes. Filing is strictly mandatory even if no export shipments took place during the quarter. In such cases, a "Nil Export Return" must be submitted to maintain active compliance and prevent automated suspension.

What happens if an exporter fails to file mandatory RCMC returns?▼

Failure to file returns leads to the issuance of a Show Cause Notice by the council. If non-compliance continues, the council suspends the RCMC, notifying DGFT and Indian Customs. This halts the issuance of Certificates of Origin and blocks all duty incentive claims.

Can a suspended RCMC be reactivated after filing overdue returns?▼

Yes. We assist exporters in filing all delinquent past returns, paying any applicable council late fees or penalty dues, and obtaining formal revocation of suspension orders to restore active status on the DGFT portal.

Where are RCMC returns filed—on the DGFT portal or the Council portal?▼

Following DGFT digital integration, most councils require quarterly export returns to be filed directly through the common DGFT portal. However, certain commodity boards (like Tea Board, Coffee Board, Spices Board) still maintain dual reporting requirements on their internal portals.
