Overview
Medium to large Food Business Operators (FBOs)—including manufacturers, large restaurants, hotels, importers, and transporters—must obtain an FSSAI State or Central License. A State License is required for FBOs with an annual turnover between Rs. 12 Lakhs and Rs. 20 Crores. A Central License is mandatory for FBOs with a turnover exceeding Rs. 20 Crores, or those operating in multiple states, or involved in import/export. These licenses involve rigorous scrutiny of hygiene, processing capabilities, and quality control systems (FSMS).

Step 4: License Issuance

I have operations in 3 different states. Which license do I need?▼
If you operate from premises located in more than one state, you must obtain a Central FSSAI License for the registered Head Office, and separate State Licenses/Registrations for each individual branch/warehouse.
What is a Water Testing Report?▼
For food manufacturers, the water used in the processing of food must be tested by a NABL accredited lab to ensure it meets drinking water parameters. We assist in arranging these tests.
Is it mandatory to file annual returns?▼
Yes. All FBOs holding a State or Central License (except pure traders/retailers) must file an Annual Return (Form D-1) by 31st May every year.
